There is considerable discussion about this issue over at sevenforums.com. One of the big "ifs" is that the Retail version of Windows 7 simply doesn't exist at this time so no one knows for sure how the upgrade installation will go. MS clearly states on the pre-order website Windows 7 - Buy and download from Microsoft Store that you can do both clean installs and in-place Vista upgrades with the upgrade version of Windows 7.
The mechanism for validating prior ownership of activated, bona fide copies of XP or Vista is simply unknown at this point.

Windows 7 Upgrade - 06-28-2009, 07:42 PM
Hello Everyone, would our Dell Mini 9 with WinXP be valid for the Win7 update versions?
How about if the computer is running Win7_RC, could that installation be valid for the Win7 update? Or in these instances will a Full Version of Windows 7 be required?
