They are better off under promising and over delivering, than they are doing what they did with vista. This is Microsoft's chance to cover up all the vista hate, as Windows 7 is pretty fantastic right now. But since all Vista installed OEM purchases On or after July 1st, 2009 will be eligible for a windows 7 free upgrade, I wouldn't doubt that Windows 7 could be out by year end. But a second beta isn't completely impossible.

I don't know what all the Vista hate was about. I know a lot of people had some old hardware when it was released that did not work, but as a whole Vista has performed great. I would rather have Vista over XP any day. Its way more stable, and in many ways faster.
At the end of the beta, they might release a Beta 2 or just extend it. They could also just transition into the full release, and when you buy a copy, just plug in the activation code and you never miss a beat.

The usual progression is Beta Build XXXX, Beta Build XXXX (or Beta 2), then Release Candidate 1 (RC1), and on some occasions RC2. As long as you keep up with these you will have a version of the OS until the Retail Version comes out. You generally aren't forced to go back to the previous version of Windows unless you decide at the very end to not purchase the retail version.
