You've set the specific mouse device as "Trusted" under the Bluetooth Settings?
If not, try this:
1 - click on the Bluetooth icon in the panel and click the bottom entry (something about "Devices" - I'm not at my machine with the bluetooth hardware ATM...)
2 - select the Logitech V470 from the list of devices (when you do, a button will become clickable at the bottom which says "Trust Device" or somesuch)
3 - click "Trust Device"
From that point on, the mini should just connect with the mouse after booting. As a note, the bluetooth stack doesn't seem to load very early. This means you'll have to "login" without the wireless rodent! Most people have their mini's set to autologin, so they won't notice this all that much...
Hope this helps --
