Where did you get the Kubuntu 9.04 USB installer?
Since trying the desktop switcher on my UNR 9.04 crashed, I no longer have a desktop to navigate around. So, since I prefer KDE, I decided to download Kubuntu 9.04 iso to try on my Mini. I booted it up to see if I could create a USB installer, like Ubuntu has, but I couldn't find one. So, I installed a USB creator from the Software Management but the darn thing won't start.

You can use unebootin to make a bootable Live USB of Kubuntu.
Unebootin can be found here: http://unetbootin.sourceforge.net/
I suggest you download the iso first (which sounds like you already have), connect your USB stick, launch Unebootin. Point it to both the ISO and the USB stick and let it do it's thing. In surprisingly short order you'll have a working Live USB to try out and/or install from.
