Hate to answer my own reply. I went back and re-loaded 8.10 from scratch. While the eth0 network port works with 8.10, it doesn't work well. Took hours to load the updates to the base 8.10 via the update manager and the eth0 network port. After rebooting, it couldn't DHCP an address at all. Timed out. This a known bug. Since I don't intend to use the port much, I'll wait for the next kernel release to get it fixed.

The 2.6.27-11-generic kernel update to Ubuntu 8.10 Intrepid Ibex has broken the wired Ethernet connection on the Dell Mini 9. It is a known bug (330355) on launchpad and is scheduled to be fixed with the 2.6.27-13 kernel update.
