I thought it was a bug in Ubuntu 8.04.

Just to add some bit of information about this issue.
I needed to set the Italian keyboard.
I added the "Italy" layout, under the "USA" one, with System --> Preferences --> Keyboard.
I checked "Italy" as the default, but unfortunately (it must be bug in Ubuntu 8.04), every time I powered up the Mini, the USA keyboard was active. Initially, I partially solved the problem with a keyboard icon on the panel and quickly set the keyboard after every power-up.
At the end I discovered that, regardless of the default check, Ubuntu sets the first keyboard layout of the list. So I simply moved "Italy" at the top and finally get the Italian keyboard with no other tricks.
