A few observations, questions:
-Based on the SSID you're connecting to, your friend must be running DD-WRT from http://www.dd-wrt.com. Is he using the latest version (v24 sp1)? What router hardware does he have?
-Have you tried having him change the channel the router is on? It's possible interference is causing issues on that channel.
-It seems his network is entirely unencrypted. He might consider enabling WPA or even WEP encryption (WEP is easily crackable but it's still enough to keep 99% of free-internet seeking persons off your wireless.
-I'm assuming the problem occurs in your house, next time it happens, try going over to his house, right near the AP and see if there's still trouble, you might just be dealing with weak signal issues here...
