My new Mini 9 just had this problem out of the box. I poked around the web for longer than I should have before checking here; this fix worked perfectly. Thanks!
From some of the aforementioned web poking, it looks like this problem only occurs when using 802.11*, and only with some access points. Those not experiencing the problem may not have the problematic AP.
