Is XPUD another "instantly-on-and-connected" browser-based OS similar to Goggle's Chrome OS and Ubuntu Light?

Are its features all cloud-based or is there a mix of onboard and cloud based apps? Also how much flexibility do you have in terms of adding local applications?

I tried the development release xPUD 0.9.5 (Development Release: xPUD 0.9.5 (DistroWatch.com News)).
It doesn't work fine on my Dell Mini 9.
Waiting for the final release.
