That's actually pretty good as far as the Mini 9 goes. Can you even find the Runcore? The spec for Runcore 64GB was 90/55. The Mini 9 is slow enough that I would not obsess about the SSD speed.

First of all, this is the Mini 10v section, so Mini 9 comments don't necessarily apply. But if I recall correctly the 10v was also 32-bit only and OS X 10.11 does not support 32-bit processors.

I gather it won't even get to a BIOS screen. The BIOS recovery with the floppy drive is the only thing I know of - and if you can't get that to work I would just write it off.
