Oldest versions of VirtualBox for OS X did not provide VT-X. Older provided it but disable by default. The last one (2.2.0) enable this feature for new images.
I did not had time to check Virtualbox on my wife's Mini9, and I don't if the software is checking which CPU you use (and since Atom is not officially present in Apple hardware...).
Have you created your image on an other computer ?

I left it installing while I went to lunch and when I came back everything appears to be working fine. Sound works, the internet's working, I'm getting a 32-bit colour desktop, etc.
Performance seems ok (I haven't run much apart from a web browser yet though).
Two little gripes at the mo.. one is the Dell Windows CD requires activating (it was fine when it was installed natively, but under virtualisation it probably can't tell it's a Dell it's running on).
Secondly, I'm running at 800x600 at the moment as I can't find a way to enable a 1024x600 res. Other than that it seems great for when you need the occasional dip into the Windows world.
