That said, at this point, you should have a FAT-formatted USB stick.
What this step is doing is configuring the USB stick to be bootable.
That USB stick needs to be connected to a Windows machine, where it will be assigned a drive letter (for example, F. You should also have the syslinux .zip file on your Windows machine, and extracted to a folder (we'll say "c:\syslinux", again for the example).
Open a command prompt (on WinXP, click "Start", then "Run" and type "cmd" and hit "OK". On Vista or Win7, click "Start", then "All Programs", then "Accessories", then right-click on "Command Prompt" and select "Run as Administrator"). from that command prompt, type "cd c:\syslinux\win32", then type "syslinux -ma F:"
