Try to boot with windows dvd or usb stick installer, press shift + f10 (or shift + fn + f10) and use diskpart to perform the deletion.

I've had two machines go this way on me...

There are various fixes sugguested on various websites which involve various repartitioning statagies, but none of them worked for me. Windows and Linux installers also crashed out at the same point.

In both cases a new ssd was called for. On the plus side, a new Runcore SSD was a breath of fresh air compared to the Dell one. The machine was much faster with the new ssd and the extra space made me feel it was a worthwhile upgrade.
