I always repair permissions - learned it on Apple Forums and just automatically do it when doing updates.
Never had a problem with any of our Macs. I do find that Adobe software updates screw with the permissions - ie they always need repairing after an Adobe update of one kind or another.
I just skimmed the link - interesting. It is dated 2006 - do you think that is important?
One quick addition to the things one does and doesn't do after updates: Verify HD in Disk Utility is another one of those things some folks suggest doing. If you don't do that from the install disk, you can get error messages that are not really errors. Just a heads up on this.
