A lot of folks use the mini as a complement to another Mac. I know I have a "big mac" to go with my mini. But I've never seen any authentic evidence indicating why Apple blocked the Atom. Not sure how you know it was to curb the hackintoshing movement. But lets assume your guess is correct, given that, I easily understand it.
How much does Apple take in on a Hackintosh? Less then $29. How much do they take in on a machine? Around $1000. So its about 30-1. It wouldn't be hard to envision that some number, greater then 1 in 30, of people would have bought the Mac, if they couldn't have the Hackintosh. I'm playing devils advocate but its a plausible argument.
