Using several combinations of keyword searches, I figured out that my best bet was to use virtual resolution so that at least I could increase the screen display from 1024 x 600 to 1024 to 720. I found a very useful resource here ==> Download SwitchResX for Mac - Menu extra allows you to switch resolution of your monitor. MacUpdate Mac System Software Downloads that would allow me to do that without any complicated commands.
I still can't use iMovie or FCP BUT I can use Adobe Premiere CS3 which is just fine by me. I've also connected my mini to my LCD TV and a regular monitor and have no issues, so I now have a great little portable mac that I can do some of my film editing with on the fly or use as an ersatz mac book and plug into a display with keyboard.
BTW, underwhelmed, I get the same specs in my system profiler, so I think the bottom line is no-go on iMovie or FCP if you use a dell mini v.10.

I'm running Leopard (10.5.8) and not Snow Leopard but I can run iMovie with it. I don't have a new FCP (I use my copy on a G4 Mac so stopped upgrading at 3.0) I could test.
Regardless, the early Intel Mac mini has an Intel GMA950 in it so Apple supports QD/QE on the GMA950. I'd suggest doing a repair permissions and if that fails try to re-run NBI and reinstall the Mini10v extensions.

A quick way to see if QE is running is to see if your Menu Bar is translucent (switching to a new background may help here).

I'm experiencing a similar problem, quartz extreme sometimes works and sometimes not. I'm not able to find any event that triggert this, ATM.
But there are some correlated problems always present when QE disables: no video output in VLC, not able to take snapshots, no image in preview...

A very easy check for Quartz Extreme functionality is to start the Chess.app application that comes standard with the install. If QE is enabled, you will be able to make a move. Otherwise it won't allow you to move any pieces.
