By "image file" I presume you are referring to the VM package that is normally located under DOCUMENTS in the user file on OSX.

I am wondering if it would be possible to install Fusion 2.01 on the mini-9 and install the image file on a 16GB SDHC card in order to save my SSD space.
That is the exact configuration that I am currently running on my Minitosh. I have VMWARE Fusion running on the SDD with the VM file in a folder on my 16GB SDHC card. No issues other than it is a little pokey if I do something very graphic intensive. Right now I am only using it to run one program.
