Solved my own problem...maybe everyone already knew how to do this. Anyway, went through both Terminal (OSX) and Diskpart (Win7) switching active partitions and rerunning the 1.2.5.a DellEFI and telling it to use the Chameleon RC2 bootloader. With the Win7 partition active, Chameleon sees the Windows install, so when the Windows boot manager comes up and you select OSX, you then get the OSX loader with the blue progress bar. Hit enter while the blue is running out of the bar and you should see a graphic of the OSX and Win7 OS choices. If you hit the windows one to boot into it, you get the windows manager again. If you have all that going on you are really close. Just go into Windows, open EasyBCD and delete the Mac OSX entry you had previously created. This will tell the windows boot manager that it is a single boot machine and will not offer a choice or add a delay in the booting of windows.
Then, using your Boot123 USB stick, boot off of the stick, switch to your OSX install on the Mini, and once that boots up, go into Terminal and make the Mac partition active. When you reboot, you should go directly to the OSX boot with the blue progress bar. Do nothing and OSX boots. Hit any key and you should get the choice of OSX and Windows. If you select windows it should boot without delay.
