Restart usually works fine until you sleep. After that, not so much. I've just gotten to the habit of shutting down when I'm restarting.

I just started experiencing the same thing on my Mini 9. I bought and installed an internal BT module, and changed the BIOS from BT disabled/Legacy USB enabled to BT enabled/Legacy USB disabled. Now sleep/resume and Shutdown still work perfectly, but when I try to Restart, it shuts everything down OK, and the screen turns off just as it would if it was actually restarting, but it never does actually restart; I have to power it off and back on to reboot it.

Did you re-run NetBookInstaller? Any time you change hardware (like add memory, bluetooth, etc.) you want to recreate the dstl file.

Yes, I rerun netbookInstaller 0.82 final a few times, including when I change the BIOS settings.
Currently, my mini9 (10.5.8) can sleep with smartsleep package installed, but after wakeup, there is no audio until restart, and I cannot RESTART (it will hang), while shutdown works fine.
I can live with this for now.... but would be so nice if these two functions will just work.

There is no solution right now and I am told it's not high on the priority for NBI. Restart will not work after sleep. If you just finding out about it now, it means you haven't tried it before under the conditions I mentioned above. Re running NBI isn't going to do a dang thing. Honestly it's not a big deal just shut down and press the power button if you want to restart.
