Lynn, I suggest you contact Dell for help with this. They'll know about the hardware and software they provided, and as your unit is new it is still under warranty. It does sound as if some Dell-specific software is either not installed or not working properly.
I think the first thing I'd try is to download and install the Dell software for the GPS module. There are two, driver and application. Install these both, in that order, and see if that helps.
