Well, as far as I know the PCIe interface is just for show, and really the connector has PATA connections on it, as well as (unused on the Dell) USB. You'd have to dig around to get the pinouts.

So in theory you should be able to take an existing laptop drive enclosure for a PATA drive to USB, and just wire up the connector on the little board in there to the PCIe connector (or better yet a female connector you can mate to temporarily) pins in the right order and things should work.

Haven't seen a commercial version yet, and unaware of any attempts to hack this or a reference for the pinouts on the PCIe connector...
