I think this should work. The note about TV Out is that some laptops with built-in TV tuners do not allow the output over VGA. That won't apply to the Mini 9. I just ordered one - will see for myself.

I don't think it will work. Those adapters work when the manufacturer pushes S-Video or Composite video down one of the unused pins of the VGA connector.

You would need a scan converter like this: http://www.svideo.com/vga2videosmall.html

If you notice the eBay ad:

It's USB powered too which is nice. I'm looking to take the VGA out to my car's NAV screen via the aux video input. I imagine this device will allow me to do that.

It won't work unless the VGA port has TV and/or S-video out, and I'm not aware of any netbooks that have it (or any laptops for that matter, maybe some higher end ones do).
Assuming no TV out, you need an active scan converter which costs a lot more than $3.

I believe the most recent posts are about the $27 VGA converter, which should work.
