Just a personal preference - I am a 'neat freak' and it makes sense to me to have most used apps on Page 1 so on and so forth.
It is the way my i-phone works and is a system I am used to rather than a random set up.
It is a pain if you want to use the phone when you first switch on and have to go searching for your home page rather than it be there when you switch on.
Just apeared to me to be a better way of being organised - ie page 1 is most important icons and relevance and use diminish as you toggle through each page.

The simple solution is to always return to the home page you want before you turn it off. This way the screen you want will be there when you switch it back on again. That's soft off and on not power off.
even simpler press and hold the home key and your 9 most recently used apps will be displayed across the top of the screeen.
The human brain thrives on usage give yourself a challenge. If everything you do is sequential you become almost an automaton.
