Well in fact you can, maybe, do it as long as you have access to some wintel box w/ DVD and an 8GB+ USB drive. Basically you follow the instructions for SL and a mac but you use transmac on the wintel box to create the USB image. I forget how you do the NetBootMaker steps but I think there is a way.

Here's a link to the older TransMac guide, but you'll need to adapt it somewhat as it's out of date at this point as no one really uses DellEFI anymore, and it was written before SL.

You'd want to use the newer NetBookInstaller 0.8.3 instead of DellEFI to modify the installer stick most likely. Or just use DellEFI to get the install done and use NetBookInstaller after, but I'm guessing you'd hit more bugs that way. NetBookInstaller is much better, though you may still hit issues.
It's gonna take some work to get it done, but it is possible.

I installed snow leopard on my mini this morning using an LG Slim external from best buy and the $29 retail disc, using the latest version of netbookinstaller, and then cleaned up the sound and multitouch scrolling with the guides here.
Its simple as can be, just following instructions really, couldn't have gone better. God I love this place!
