hey i have a mini 9 and i wanted to upgrade the memory can the dell mini 9 run a pc2-5300?

Yes.

It'll even use 800MHz/PC2-6400 RAM, which is what mine came with.

Right - it will run with faster speed memory but won't use the faster speed.
