I'm assuming you're talking about doing this in Windows? Maybe a program like Ghost, put it on a USB hard drive, and then image it back when you have the other SSD installed.
If you mean OSX, Carbon Copy Cloner will do that same job.

I know just enough to get myself into trouble with some of this stuff, but I learn best by doing so I barreled into this project. Please excuse any gaps in my knowledge.
I have an old copy of Norton Ghost v8.3 which I originally ran from an external USB DVD drive to back up my Mini 9's SSD image(s). It is indeed bootable as it also has DOS operating system files to boot and operate from.
As the program itself isn't that big I decided to look into running it from a 1GB flash drive as it would eliminate the need for the encumbrance of an external optical drive.
What I used is an HP flash drive utility to make the flash drive bootable using techniques and links I found here:
When I ran the utility to prepare the flash drive it just happened to ask for the type of file that the Ghost CD had on it. I literally got lucky here, as I selected the file on the CD and everything copied over and was set up automatically at that point by the HP utility.
When it finished I had flash drive that boots directly into Ghost to use to back up any machine that will boot from USB!
I've found it to be very useful for exploring different WindowsXP versions and setups on my Mini 9 while giving me a good working drive image to fall back upon for day to day use.
Setting up another drive imaging program will no doubt be different, but setting up a flash drive to be bootable is definitely a first step unless you want to use an external optical drive.
