May I suggest using a live-usb install?...
just run Unetbootin somewhere, and use that to get ubuntu on a flashdrive with enough space, then boot the mini from from the usb instead of the cd-drive option in the boot menu... thats how I did to install crunchbang linux, and it woked smoothly.
it sounds more like it's a problem with the cd/image you're using, but incase there might be something up with your external drive at boot time, it's probably easier to just eliminate that variable all together.

What CD with Ubuntu do you have in the CD drive? Is it a CD that came with your Mini, or did you download Ubuntu yourself and burn it to the CD? Are you sure the CD is OK? Try booting another computer (that has an internal CD drive) with the CD to see if you can boot from the CD.
I installed Ubuntu 8.10 on my Mini by using UNetbootin to write the ISO image of the Ubuntu CD to a CF card. I then connected the CF card reader to the Mini 9 and used "0" to boot from the CF card.
