I definitely think the performance of Netbooks is MUCH better with OSX on them. I've played around with a couple friends' Netbooks, and they are painfully slow to me. (They were running XP), since the hardware is nearly identical, it's got to be the OS that's making them so crazy slow.
But also the reasons already mentioned. It's sooo much better at resisting virii and trojans.

I bought my netbook for the purpose of wanting to have a mini Mac specifically. As far as performance goes I think that XP, Win7, and OSX are all pretty much equal. I chose OSX because it is definitely more stable and very well suited to our small displays with expose and multiple desktops making it very nice to get around.

Personal choice, really. I use OS X entirely at home, so it was a no brainer to put it on my netbook Mini 9. For what it's worth, works great and the user community here on the forums is outstanding and very active.
But you've got to make the call yourself.
