What kind of external CD/DVD drive are you using? The one Dell sells with the Mini (by IO Magic) has issues with not getting enough power and after 5 minutes of reading the install disk it could quit, giving the system hardware fits and this type of error.
Reformatting would rule out a boot sector virus. Hard to imagine from a new HDD but it can't hurt.
I'd be curious to learn what you find because I have had similar (not the same, but similar) issues installing XP using an external drive.
