I would first see if the problem is hardware or software by creating a bootable USB key (could be anything, such as a "live" copy of Ubuntu Linux) and see if the Mini will boot from it in each of the three slots. If it does, and I suspect it will, then it's a software problem.
One thing XP will sometimes do is "remember" a drive letter and prevent any other drive from occupying that slot. With one of the non-responsive drives inserted, go to Administrative Tools > Disk Manager and see if a drive letter is still assigned to the "old" drive. If it is, unmount it (or delete it - I don't remember exactly what this looks like.)

you should also be able to change drive letters in Disk Manager also
