Do you think a reinstall of windows would help?

"Stuttering" is common on cheaper and older SSDs (it's usually caused by very slow write speed on some writes). Do you know which gen of SuperTalent drive you have? 1st or 2nd? I believe the improved 2nd gen are distinguished by a GFDL suffix in the model number, while 1st gen are GHDL.
Regardless of which you have, you can Google for "ssd stutter", you might find some info which helps you. In general, to reduce stuttering, you'll want to reduce disk writes. Configure apps to write less often, etc.
Completely erasing the disk (single pass of zeros or an ATA SECURE ERASE) and starting over with a fresh install may help, too.
