what a conundrum ...
People have enough trouble putting XP on a thumb drive with a PC... never mind trying to use a Mac for it....
Here's what I suggest. Use bootcamp to install Windows on your mac.. don't activate it, or you may compromise you're KEY. I'm not sure if this will work with your restore disk, but it's worth a shot. it's basically an OEM version of XP anyway. And it's technically not allowed by the licensing agreement, but if you do it just to prep the thumb drive, i guess that's ok too.
Use that installation to prepare the thumb drive. You can search the threads.. People seem to have a tough time of it. I've done it once myself, and i remember it being a hassle. the program that eventually did it for me was WintoFlash.
a few thoughts:
once you've prepared the thumb drive, you'll probably have to enable USB Legacy Support in your Mini's BIOS so it'll boot from USB.
once you've installed XP on the Mini, it'll be missing some drivers, including wifi, so you'll need to get those from the Dell website.
