The 48MB partition is probably Dell Utilities, you should leave it alone (but you can get rid of it if you don't care about it, I killed mine).
If you delete the "C:" partition and start fresh, you will have plenty of space. Deleting the partition essentially erases all data in that partition, so make sure you have any files saved elsewhere (a flash drive, a external hard drive, another PC, etc).
