When you decided to reload your OS, did you decide to reformat the SSD? If not try that before you do anything else.

I can find several references to this error in a web search. Some suggest that the CD media is bad, others talk about a BIOS feature that prevents the boot sector from being updated. I don't think the Mini 9 has the latter, but could be mistaken. Since you have tried multiple copies of Windows, I'd say that the most likely cause is a defective SSD.
What I'd suggest trying is installing some version of Linux just as a test. You can get a pen drive version of Ubuntu and install that. If that installs ok, then the SSD is probably ok.
