You could check your partition with WinDirStat for big/many files.
Sometimes, the XP System Restore might take a whole lot of space, that is not directly visible. (System Properties - System Restore).

Well, I'm in the process of installing all my usual software on my Mini 9 after having loaded XP Pro SP3 last night / this morning. My thoughts on the Windows install are on the forum at this link: installing-xp-pro-on-the-mini9-driver-information-t57s30.html#p5557
I'll update here once I'm all done but so far I've fully updated Windows and have installed a fair amount of programs I use and haven't broken 2 GB used yet. nLite'ing the Windows install goes a long way, I think, toward reducing the typical install size.
EDIT @ 1626PST Sun 9 Nov:
Ok I finished installing all my usual apps. The list I have installed is below. I am at 4.72 GB installed with 9.61 GB free. I still have some updates to download from MS I'm sure, as well as some cleanup to do, but all in all pretty good I think.
Windows Media Player 11
Photoshop 7.0.1 Update
Office Ultimate 2007
Office Ultimate 2007 SP1
Office 2007 PDF Add-in
Project 2003 SP3
Visio 2003 SP3
Macrium Reflect Free
AdBlock Plus for Firefox
Brother MFC-640CW Printer Suite
CMD Window Here Powertoy
Image Resizer Powertoy
Dell Support Center
All Available Applications, Updates and Patches from Microsoft Update
4.803GB used with all the above. The updates and patches and apps included such things as .NET Framework and WMP 11.
I'm currently running a clone of the drive with Macrium right now. Pretty neato
