All DVDs have an aspect ratio of either 4:3 (old fashioned, "square", fullscreen) or 16:9 (new, HD, widescreen).
16:9 is close to the Mini 9's aspect ratio, and will (nearly) fill the screen when played.
4:3 content will have large, empty borders on the sides when played on a Mini. Or you could crop off large amounts of the top and bottom of the video and/or you could stretch the video to fit. Good playback software should be able to crop or stretch on the fly. VLC in particular makes it easy to crop videos during playback to fit the screen.
Finally, if a movie is wider than 16:9 (2.35:1 is common), then it will generally have black borders added to the video to make them 16:9. Ideally, you'd crop off the worthless, black borders during encoding, but if you're just playing the videos on the Mini, it won't matter much.
