I get the following error on bootup.

Stop:C0000221{Bad Image Checksum}
The Image COMTL32.DLL is possibly corrupt.
The Header checksum does not match the computed checksum

Is the a fix or do i have to reinstall Windows XP again ?

Sounds like disk corruption. You might be able to do a "repair" of XP if you have an XP install CD (and not the Dell "restore" CD). Is that DLL actually COMCTL32.DLL? You could copy it from another XP system if you boot into the recovery console.
