In the past, I have always had great success with Dell. Computers, peripherals, and parts almost always arrived early. If not early, they arrived on time.
But, my last two orders were disastrous. The first order, although shipped, never ever had a tracking number attached to it. FedEx tried to deliver it 4 times (to the wrong address, go figure). I finally got the tracking number from Dell after trying for three days, only to discover FedEx was sending my order back to Dell. Really sucked, it was a discontinued item. I will never see it again.
Second order, same issue. The package actually arrived before I ever received a tracking number. Dell service has gone down hill significantly in the last or so.
I would contact Dell and try and get your situation straightened out.
