One of my Minis that I got used had the problem I think you might be describing. The operating system was Windows XP. No matter how I turned it off + on, safe mode, whatever, it would not boot or rather I was never able to login to Windows.
There were about 2 XP installations on the computer. Getting rid of the master boot record + a fresh re-install of XP is how I solved my problem. (This may not be the best way to solve the problem, but it's the 1 that worked for me.)
1. The question is: Did your Mini come with the restore discs? + Do you have an external USB cd/dvd drive?
I got rid of the master boot record using Super Fdisk , which has a floppy disk version (USB floppy drive or something needed) & a bootable cd version.
2. Have you checked the service tag of your Mini? Does it have a warranty?
If you haven't checked yet, then Dell System Information / Dell Warranty Extensions & Upgrades / Dell Warranty Status
Above link should tell you details about your system. Just click on the different tabs. If you're not in the US, then change your country in the top left corner of the page.
3. If the computer still has a warranty + you're in the US, check out About Dell Warranties....
