I do not care how you word it, but that would be illegal. You can do what you want, I honestly couldn't care one bit, but I am just pointing out that your logic is flawed and that would still be illegal.

Okay, maybe I should approach this a different way with a different question. What is the least cost method of getting a legitimate copy of XP on my Mini 9 that will allow me to immediately upgrade to Windows 7?

The best option would be to purchase the OEM version of Windows 7 from Newegg.com - Computer Parts, PC Components, Laptop Computers, Digital Cameras and more!
They just started to offer it, and it costs $99 for the full home version, which is actually cheaper than the standard retail upgrade version. Only catch is you won't get it until October 22nd.
If you really need XP, check Newegg out or see if your institution also gives you some discounts on XP. I know that I got a free copy of XP and two free copies of 7 Pro from my university through Microsoft thanks to my CIT major. They also offered heavily discounted versions in the bookstore for general student purchase.
