I found this post on an XNA forum:
I downloaded these drivers ( http://www.versiontracker.com/dyn/moreinfo/win/55158 ) and used winrar to unarchive the exe
after installing the trial of winrar, right click the exe click extract to XBOX360Eng.
This will create a folder in the same location as the exe with the contents of the exe installer.
open the folder XBOX360Eng\Xbox360\Setup
In the Setup folder there are two exe's
1)Xbox-360-CC-x64-ENU.EXE (for 64bit OS)
2)Xbox-360-CC-x86-ENU.EXE (for 32bit OS)
I was installing the controller on a 32bit os so I used that one, right click and use extract "Xbox-360-CC-x86-ENU.EXE"
this will create a folder with the actual drivers in it. the next step is to plug the controller in and wait for windows to prompt for drivers. use the advanced installation, and select a specific location to the folder that contains the drivers. in our example "\XBOX360Eng\XBox360\Setup\Xbox-360-CC-x86-ENU".
the reason the drivers dont just install is because the installer is checking the version of windows you're running. if it does not match sp1 or sp2 it throws an error. however the drivers will work for sp3 because it is not a different os. I did this process and the controller is working perfectly. however i am using a usb controller. i dont know if this would work on a wireless controller.

If there happen to be any Project64 users here, please share your 360 Controller profile! Last time I played on an N64 was about 8 years ago and have no idea how to map out the keys.
BTW I also used NRage to allow the Analog controls to work, but for some reason the Bottom Right Analog doesn't have any input other than a click.
