On the Mini's, after having a Mini 9 and a 1010 running Windows 7, my Hackintosh runs WAY better than either, and IMHO is well worth any issues of running OS X on PC hardware.
You can always give a it a try and see how it goes and revert back to Windows if need be.

If you haven't already, make sure it is up to date with all patches. Get a network patch cable and plug it directly into your router to download and install the patches. Uninstall McCaffee and install Norton or MS Security Essentials. I am running W7 on three 10v's and they run great.
If the updates and different anti-virus programs don't speed things up, you might need to do a fresh Dell Image install.
All of my Dell purchases have been from the Outlet and I have only had one issue. I purchased a 10v that was listed as "Certified Refurbished", which really should have been listed as "Scratch and Dent". I called Dell and they let me return it. The other three 10v's looked new. I also purchased a Studio 14z, Vostro A90, XPS-410 and a Dimension and they were in perfect condition. They also have the same 1 year warranty as new systems, so I think the Outlet is a great deal, especially when there is a 15-20% coupon code being offered.
