The fact that you have problems over wired AND wireless suggests a software problem (since it's unlikely both pieces of network hardware are the problem).
And it's strange that you say Skype sometimes works, while your browser doesn't.
Start with one of the most basic network troubleshooting tools, ping. Ping sends a message to a server and asks for a response. No response means no connectivity (or a quiet server).
Try running "ping -c 8 yahoo.com" or "ping -c 8 google.com" in a terminal to send 8 test packets to a reliable server, when you're "connected". Do the "pings" timeout, or do you get a response?
Another good test would be to boot of a Ubuntu LiveCD/USB instead of the onboard drive (instructions on how to create a bootable USB drive from the Ubuntu ISO), and see if the wired connection works perfectly (don't bother with wireless).
