It works. Two days later and FedEx shows up with the correct disk. Copied it to a SD card, stuck it in my 10V, clicked setup.exe and now it works fine. Ver 1.02.06. Why this update isn't on the downloads page for Windows 7 is beyond me.
So that no one gets hissy about sharing files, here's what to do if your webcam central isn't working with Windows 7. Go back in this thread and copy the address of the picture of the verA01 disk so you can show Dell support what you want, even after they tell you there is no such thing. Go to support.dell.com, start a chat. Tell them your running XP, Don't tell them your running Windows 7. Tell them that your Dell Webcam Central program keeps freezing up and you need the new updated version 1.02.06. Tell them it's not on the Dell downloads website yet so you need the updated disk Ver A01. Then paste the link to the picture of the disk because they'll prob tell you there is no updated disk. Tell them the webcam works fine with your messenger programs and other webcam programs. Stick to your guns, and they'll eventually break down and send you the disk. Worked for me, though as always YMMV.
