Try "sudo apt-get install compizconfig-settings-manager" in a terminal to install the compiz config app. There you can enable all kinds of superficial bling.

Sorry but I already have it installed that's not the problem. The problem is I can't enable visual effects to extra inside the apperance tab. I need to find out how to fix this, but thanks anyway.

Sounds like you probably have got the right graphics driver installed/enabled. Unfortunately I dont know much about Intel graphics cards under Ubuntu (I have Nvidia on my server and other laptop and I run OSX on my mini) but you might want to do a search on the Ubuntu Forums:

from a terminal window type:

mkdir -p ~/.config/compiz/ && echo SKIP_CHECKS=yes >> ~/.config/compiz/compiz-manager

then using synamptic package manager to install
1. compizconfig-settings-manager
2. python-compizconfig

then use system -> preference -> compizconfig-settings-manager

I was just wondering before I type this command what does this do?

It worked thank you, But i would not recommend it on dell mini 10v because it slows the computer down big time.

Of course running GPU intensive things will slow it down, it doesn't have a fancy video card.

I'm not sure exactly what that command does, but I know compiz worked on my mini 10v running ubuntu 9.04. If you google the command you'll see that others used the command to get compiz working.
