When possible, you want to install software from package management software. Synaptic is the standard GUI package manager for Ubuntu. Look there first.
But if you know exactly what you want, "apt-get" in a terminal is faster. For example, "sudo apt-get install vlc".
If the software you want isn't available in the default repositories (servers), then you need to add unofficial repos. Or you can try to find a ".deb" package file for download, or instructions on how to make a ".deb" file for the software in question. For example, here are two ways to install Chromium in Ubuntu. But be careful going outside the official repositories, make sure you trust the source.
