IMHO, the best course of action would be to upgrade your Mac to 10.6.3, then use it to create a bootable USB install drive from a retail DVD of 10.6.3 according to this guide or others like it. Then you can install 10.6.3 onto your Mini 9 from the USB.
If you are interested in upgrading to 10.6.7, you can download the 10.6.7 combo update from the Apple Support website and run it. Make sure to run NBi before you reboot. If you have sound issues, you can come back here to find some solutions to that.
