NBM is a Mac program, I thought maybe there was a Windows version somewhere out there as well, guess not.

As I've only done it the Mac way, I don't think I can be much help to you. I can only suggest double checking your steps and make sure you've done everything the guide for creating your boot disk in Windows tells you.

I ran into the same problem and I found a way to solve it. You plugged the NBI USB stick buy not the mac image USB stick into the mini 10v and once you get the bootloader to start up, or at least after you can tell it's loading, insert the mac image USB stick and it will pop up in the bootloader screen. Hope it helps.
