Not having much experience with the mini, but I would suggest trying to take out the hard drive and do a low level format on another machine and/or run some kind of diagnostics. Another possibility is to swap the drives with your wife's mini and try to do the installation there... Since you also have the problem of not being able to boot from the usb drives, you may take a look in the BIOS on the boot devices tab to see if everything is in order... Other then that - maybe try to remove the BIOS battery (don't know if it is possible at all?) in order to reset the thing... Hope some of this would help...
