I had the same problem after a bios downgrade and needed a new mother board, that is why I asked. I would suggest you start a issue on the google code page and see if someone can help, it might have something to do with NBM. Did you use NBM to install OSX?

Sorry to hear that. Any chance you can run the instructions to build a windows 7 mini and then downgrade the bios with the dell util??
All you need to do really is
1) build your USB key with win7 iso, using the HP USB creator v2.0.6
2) boot off the usb
3) escape out and run the disk partitioning util
4) wipe everything out, format the mbr
5) create a new partition for windows to install all
6) reboot and install win7.
Once in...download the dell bios flasher and flash to a04.
I'm not saying this will work...but you should give it a try.

I do not have Windows 7. I was able to reinstall Windows XP and ran the Dell BIOS flasher for A05. This was successful but the problem still remained.
I also downgraded the BIOS to A04 using the USB key and DOS boot. Again the BIOS update was successful, but the BIOS was still locked out.
